Moffat Collection System Project Timeline

There are two concurrent permits in progress regarding the possible enlargement of Gross Reservoir. The U.S. Army Corps of Engineers (COE) is drafting an Environmental Impact Statement (EIS) to analyze potential environmental impacts of the proposed enlargement and alternatives. The anticipated release date for the Draft EIS is spring 2009.

At the same time, Denver Water is applying for an amendment to its hydropower license with the Federal Energy Regulatory Commission (FERC). The FERC amendment is needed if the enlargement is approved to address the increased dam size, possible expansion of the current FERC project boundary, possible change in hydroelectric power and construction of replacement recreation facilities.

The Draft EIS and FERC license amendment are independent processes. The Draft EIS will be included as an attachment or exhibit to Denver Water’s FERC application to show the impacts of the proposed Gross Reservoir enlargement.

Public involvement is a key part of both permitting processes. Denver Water and the COE will provide updated information and hold community meetings as the processes move forward.

 

Denver Water will collect comments on the FERC license amendment.		The COE will collect comments on the Draft EIS.

November 7, 2008: ICD comment period extended to January 7, 2009.
January 7, 2009: ICD comments due.
Spring 2009: Release of Draft FERC amendment, followed by a comment period.		Spring 2009: Draft EIS published, followed by comment period and public meetings.
Summer 2009: Denver Water responds to comments on the Draft amendment.		Summer 2009: COE responds to comments on Draft EIS.
Fall 2009: Final amendment to the FERC hydropower license released.		Fall 2009: Final EIS published.
