Plan Review Checklist
The requirements for plan submittal are set forth in Chapter 2 of Denver Water's Engineering Standards. This checklist is meant to emphasize those items that will be required in the initial plan submittal. This should speed up the Plan Review Process.
A cursory/initial review of the plans will be done by Sales Administration upon submittal of the plans from the Distributor/Engineer prior to internal Department routing. Water plans that are incomplete or require significant modifications to comply with Denver Water's Engineering Standards will be returned to the Distributor/Engineer without further internal Department review or action. Plans that are submitted for review should be as complete as possible, organized and presented in a clear understandable format. Additional information or changes to the plan will be needed before final approval of the plans. Please see Chapter 2 for complete details.
An initial conceptual review by Denver Water prior to a formal plan submittal may be helpful in avoiding or resolving service issues, main sizing, system layout and plan review time. This meeting should help prevent any misunderstandings or problems caused by the redesign of the water system or easement preparation(s).
I. General Information: (All water plans are of 24-inch X 36-inch size)
A. The cover sheet of the plans must show the project's location with reference to existing hydrants, valves, street intersections or NAD83 coordinates. If plans are for work outside of the City and County of Denver, the plans must reference the Distributor's name and be accompanied with a signed Private Pipe Application. The Plan Review Fee is required on all initial plan submittal. The inspection and reproduction fees, can be paid later
B. A Full set of Construction and Water notes must appear on the cover sheet of the water plans.
C. An Overall Utility Sheet Development Plan (with north arrow) showing each parcel to be served.
D. A water plan only sheet.
E. A detail sheet of applicable engineering drawings, from Denver Water's Engineering Standards.
II. System Layout and Hydraulics, Information with:
A. Fire flow requirements for hydrants, hydrant locations, and a Fire Chief statement and signature must appear on the cover sheet.
B. Address looping of dead-end facilities.
III. System Design:
A. The water only plan must include:
1. The type of easement to be used, the easement boundaries, and dimensions.
2. A cross-section of the street for all PUD/PBG easements and/or public streets.
3. Dimensions must be given between all fittings on the mains and, the edge of the easement, R-O-W, pipe, and hydrant branch lengths.
4. The size/type of water main proposed to be installed.
5. Identification of all property or buildings to be served along with the proposed meter locations (inside or outside). (If multi-family, number of units per building and corresponding tap size.)
IV. Rights-of-Way:
The easement package is not required at the time of the initial plan submittal. However, once the alignment of the main is set, then a complete package should be submitted to Denver Water's R-O-W Section, which includes:
A. The recorded plat or street dedications.
B. Inside Denver and Total Service: A complete easement package, per Chapter 4 of Denver Water Engineering Standards. Package is to include:
1. AutoCAD disk of easement, drawn to Engineering Standards' specifications.
2. Title commitment with legal description of easement area only – a commitment for the entire property or for fee simple conveyance is not acceptable.
3. Legible copies of all documents referenced in the B-2 (Exceptions) portion of the title commitment.
4. A map showing the proposed water line easement and all exceptions.
5. A copy of the recorded or unrecorded plat if available and/or applicable or ASCM.
6. A letter of request that Denver Water accepts the proposed easement, giving the name of the property owner (grantor) and the person(s) authorized to sign.
C. In Read and Bill and Master Meter Areas: the easement form used must be reflective of what is on the plans and be on a Denver Water Standard form.
D. Any variation from Denver Water's easement requirements, form, or Engineering Standards must be requested by letter to Sales Administration and approved by Denver Water in writing.

V. Conservation:
A. If there are irrigated areas of 5 acres or more (or more than one acre if owned by the City and County of Denver) a nonpotable irrigation and efficiency review (if applicable) must be conducted Denver Water based upon the following submittals.
1. Irrigation Plan
2. Landscape Plan
3. Water Budget
B. If the irrigated area is less than 10 acres and not owned by the City and County of Denver, only an irrigation plan is required.
