OPENING REMARKS, AGENDA AND MINUTES

The May 17, 2007 minutes were approved as presented.  Theresa thanked Becky Long for organizing the June tour.

UPDATE ON OPERATING RULES

Marie gave a short update on the status of the Operating Rules. Staff had recently met with members of the HBA. Members of the HBA will set up some committees to study three proposed changes regarding stub-ins, cul-de-sac and soil amendments.  Myrna stated she was surprised the city was not willing to include soil amendments as part of the CO (certificate of occupancy). The city is working so hard on sustainability issues and soil amendments should be a part of the overall program. Marie stated the city would rather have DW figure out a way to include soil amendments in the Operating Rules.  This may be a better way as DW covers nearly 20 jurisdictions. Instead of figuring out a way to get soil amendments in each jurisdiction’s codes, DW can do something in the Operating Rules, which could cover the entire service area. Jason asked when the HBA had to have comments back to Denver Water.  Marie stated she would like to have all comments in before the end of August 2007.

Marie asked if the CAC members had seen any of the new ad campaign. Becky thought the ads got her attention. They might not be easy to understand but if the goal is to get people to notice the message and think about the ad then the campaign is working.  Theresa heard one negative comment.  The use or implication of the word Dam was a poor choice for the ad.

DISCUSSION WITH JOHN BICKERMAN

Dave Little introduced John Bickerman who is a mediator for West Slope/DW issues.    John stated he has spoken to numerous groups and during his meeting with the CAC would cover how the process will work, what has occurred to date and what he hopes to accomplish.

He stated this mediation was by far the most complex water mediation he has been involved in but believes agreements can occur, which will be mutually beneficial to DW and the West Slope. The majority of the meeting was the discussion with John Bickerman.

The meeting was adjourned at 5:45 pm.
