The agenda and minutes were adopted as presented.    

Interview Applicants for Western Slope Representative  

The CAC interviewed the following applicants for the West Slope representative;     Michael Blair, Barb ara Davis, Roland Fischer, Tom Long, and Frederick Sackbauer.

The CAC chose to send to send to the Board for final selection Tom Long and Frederick Sackbauer to the Board where the final selection will be made.  

Proposed 2005 Rate Increase                                                               

Kerry Kuykendoll, Manager of Rate Administration, presented the plan for a proposed rate increase for 2005.  Members of the public commented on the proposal as well as on surcharges.  About a dozen people attended this portion of the meeting.   Representing the CAC were Michael Buchenau, Tim Flynn and Jim Legas.   A member of the public requested the CAC respond to two questions. 

- Will the CAC recommend the Board approve a rate increase?

- Can the CAC request the Board give a date by which a decision will be made on refunding/reviewing surcharges to the customers?

Tim Flynn responded that the CAC meets once a month and with only three members present they could take no formal action.  Joe responded that an e-mail would be sent to the members of the CAC with the two requests.
