Moffat Collection System Project
Environmental Impact Statement (EIS)

The purpose of the Moffat Collection System Project is to develop 18,000 acre-feet per year of new, annual firm yield to the Moffat Treatment Plant and raw water customers upstream of the Moffat Treatment Plant. The U.S. Army Corps of Engineers (COE) is now preparing the Environmental Impact Statement (EIS) to study the impacts of each proposed project alternative.

There are four main steps the COE must follow to complete this process:

  1. Public consultation (completed November 2003), as required by the National Environmental Policy Act (NEPA)
  2. Preparation of Moffat Collection System Project scoping summary report (completed February 2004)
  3. Draft EIS (due out fall 2008)
  4. Final EIS and Record of Decision

A Draft EIS is tentatively scheduled for release by the COE in the fall of 2008. (The Draft EIS release date is subject to change and any updates to the schedule will be posted on this Web site.)

Public Consultation

In October 2003, the COE conducted a public scoping process to satisfy NEPA requirements. Public comment on Denver Water’s proposal (above) for the Moffat Collection System Project was gathered during three public meetings. The meetings were advertised in regional and local papers and were held in three separate locations: Boulder County, Denver and Winter Park. The public was also invited to submit written comment to the COE, up until November 7, 2003. The public will have another chance to comment on the Moffat Collection System Project EIS after the Draft EIS is published. Denver Water will announce public meeting times on this Web site as information develops. Additionally, the COE will post notices in papers and send announcements to identified stakeholders.

The report in its entirety is available for review at Denver Water during regular business hours (8 a.m. – 5 p.m., Monday – Friday). Questions?

Denver Water and the COE know it is critical that interested and impacted parties know of this study and the public process/meetings that were and will be conducted to discuss options and analyses needed. The COE is the lead agency responsible for the study and analysis, so if you have suggestions and/or concerns, you need to direct your comments to the COE once the Draft EIS is released. Denver Water is also interested in your comments and will answer what questions it can at this time. Send questions to publicinformation@denverwater.org. Denver Water will also provide more information on the process on this Web site as it becomes available; however, any official correspondence needs to be with the COE once the Draft EIS is released.
