Manager of Rate Administration

Hiring Range: $6,649 to $10,311 per month

The Manager of Rate Administration is responsible for managing the planning, scheduling and technical direction of the Rate Administration Section.

Duties

  • Manages Rate Administration economic analysis, financial planning and rate making activities.
  • Insures Rate Administration financial planning and rate making activities achieve Board objectives.
  • This is a discretionary position, established under the Charter of the City and County of Denver outside the civil service system. The incumbent in this position serves solely at the pleasure of the Board.
  • Plans and manages the activities of personnel assigned to perform the functions of the Rate Administration Section consistent with Charter, legal requirements and Board policies.
  • Manages the economic, financial, operational and public policy analyses performed by assigned personnel in order to complete the preparation of the annual ten-year financial plan.
  • Manages the preparation of the annual cost-of-service water rate study, the annual system development charge study, and the annual miscellaneous fee study.
  • The rate study and system development charges are prepared using industry accepted standards as established by the American Water Works Association.
  • Manages the development, analysis, evaluation and interpretation of data sources and analytical techniques used to perform rate administration economic analysis, financial and ratemaking functions. This includes enhancements in demand forecasting, the analysis of customer consumption characteristics and the design and implementation of complex conservation rate structures.
  • Manages the preparation of reports, analyses, visual aids or other material used in formal presentations to the Board, executive staff and external stakeholders such as citizen groups, water distributors and other public and professional groups.
  • Manages interdivisional and cross-functional initiatives associated with the development of water rate designs and system development charges to achieve Board conservation and public policy objectives. Solicits external stakeholder input in conjunction with the Public Affairs Division.
  • Represents Denver Water as a witness in litigation on matters related to financial planning and ratemaking issues. Represents Denver Water on ratemaking activities to others such as water utility consultants, the media, external stakeholders and customers.
  • Responsible for all documentation related to the development of annually determined rates and fees.
  • Performs related duties as assigned.

Qualifications

  • Must have extensive knowledge of corporate finance and accounting theory and practice, descriptive and inferential statistics and applied microeconomics.
  • Knowledge of water utility operations and the broad economic, political and environmental context in which Denver Water operates.
  • Ability to think creatively in developing new and innovative approaches to financial management, planning and ratemaking issues.
  • Ability to organize, coordinate and supervise the work of others.
  • Ability to communicate effectively both orally and in writing.
  • Ability to effectively present complex technical and policy-related information to non-technical audiences.
  • Ability to maintain effective working relationships with the Board, employees, the public, representatives of the media, and other private and public sector organizations.
  • Graduation from an accredited four-year college or university with a major in accounting, business administration, finance, economics, engineering, or related field.
  • Also requires knowledge in a closely related field equivalent to that obtained through an advanced degree program.
  • Requires eight years' progressively responsible experience in utility rate and/or financial analysis, or related financial activities as determined by the requirements for specialized experience.
  • Credentials such as a Certified Public Accountant license or chartered Financial Analyst designation are highly desirable.
