Tom Roode
Director of Operations & Maintenance
- Joined Denver Water in 2009 as assistant chief of Engineering.
- Named director of Operations & Maintenance in 2011.
- Spent three years at the city of Aurora, managing about $200 million worth of transmission system infrastructure for Aurora Water’s Prairie Waters Project.
- Worked for 13 years prior to Aurora in various roles, including construction contractor, wastewater treatment plant operations and design consultant for various water and wastewater projects around the United States.
- Received a bachelor’s degree in mechanical engineering from Colorado State University.
- Received a master’s degree in business administration from the University of Colorado at Denver.
- Is a registered professional engineer in the state of Colorado.
Under the direction of the CEO/Manager, Operations & Maintenance is responsible for operating the physical plant of Denver Water, including ongoing maintenance and facility replacement. This division performs force account installations consistent with needs laid out by the Engineering division and approved programs, and recommends modifications or additions to plant and facilities in cooperation with the Engineering and Planning divisions.
The Operations & Maintenance Division establishes and implements operating criteria for the proper operation of all plant facilities to the satisfaction of outside regulating agencies and Denver Water customers.

Source of Supply
Source of Supply is responsible for the diversion and storage of raw water supply and the maintenance and operation of the physical plant at the various dams, reservoirs and hydro turbines contained in the raw water supply system.

Water Treatment
Water Treatment is responsible for the operation and maintenance of the water treatment plants and provides high-quality water that meets all regulatory requirements and system demands. This section evaluates the treatment process through laboratory testing and makes necessary changes to the treatment process. It maintains the equipment necessary to ensure reliable performance. This section also operates and maintains a hydro turbine at a treatment plant.

Water Quality and Environmental Compliance
Water Quality and Environmental Compliance is responsible for monitoring water quality throughout the potable and recycled water systems, developing, and/or evaluating methods to provide high-quality water to all customers. This section operates the Water Quality Laboratory and Denver Water’s Environmental Compliance Program.

Water Control
Water Control operates the potable and recycled water distribution systems, including pump stations, power generation, clear water reservoirs, off-hour emergency customer service, a leak detection program and a valve operations program. This section is responsible for meeting system demands while adhering to established hydraulic parameters.

Safety & Loss Control
Safety & Loss Control is responsible for the safety and security program, loss prevention, inspections, investigation of all accidents and provides assistance when persons or property are damaged by Denver Water activities.

Instrumentation & Control Systems
Instrumentation & Control Systems is responsible for the operation and maintenance of the process control systems. Employees use computers to monitor and control plant facilities including pump stations, regulating valves, reservoirs and treatment plants. This section also coordinates and maintains all telemetry and equipment.

Transmission & Distribution
Transmission & Distribution is responsible for the construction of replacements and improvements, maintenance and repair of all transmission and distribution piping, appurtenances and facilities serving Denver Water’s service area.

Maintenance
Maintenance maintains Denver Water’s facilities and operates the Warehouse. This section also coordinates and maintains the department’s fleet of vehicles and motorized equipment. This section performs services as requested by other divisions through its various shops. Those shops consist of Auto Garage, Buildings & Grounds, Carpentry, Electrical, Heavy Equipment, Light Equipment, Machine, Mechanical, Metal, Paint, Plumbing and Predictive Maintenance.

Recycled Water
Recycled Water is responsible for coordinating all activities associated with Denver Water’s recycled water system, including regulatory compliance and long-term planning for the system. It also works with customers and other divisions within Denver Water to facilitate conversions to recycled water use.

Office
Office establishes and maintains all records and data needed for Plant Operations and other divisions with Denver Water. It also plays a key role in the development of budgets.
